IS CIRCUMCISION RELATES TO PENILE LENGTH?

Dear all,

I am a male at the age of 33.

At the age of 13-14 I was circumcised.

Currently, at the age of 33, I visited 2 urologists, due to the fact that my foreskin is hard to retract fully.

The first urologist found (did not diagnose) that the head of my penis (glans)was below my foreskin by approximatelly 1/3 and that the only method of correcting this is via a surgery. He did not insist that I should undergo a surgery, on the other hand he suggested personal hygiene and if things get worse a revisit for further evaluation. I advised the doctor that the head of my penis from the 1st operation (at the age of 13) was not fully (in an erect stage)coming out from the penis skin (foreskin) and why is this so and he answered that he is not in a position to know.

The 2nd urologist I visited,diagnosed me with a BXO (balanitis xerotica), he gave me a topical cream to put on and he invited me to the hospital for the purposes of opening up the tight foreskin (with topical anesthesia). I am following 2nd doctors diagnosis and I will visit hospital for the opening up of my foreskin. The question I asked the 2nd urologist is that prior the 1st operation at the age of 13 my penile length was very normal and after completion of the operation I observed the length getting smaller. The doctor advised me that circumcision has nothing to do with penile length unless toomuch skin has been removed. My 2nd question to my urologist is if, as per his evaluation, too much skin was removed during the 1st operation (at the age of 13). He answered that he cannot tell due to 20 years have passed but his belief is that not toomuch skin had been removed.

My questions / querie are as follows :

a) Why after the 1st operation (at the age of 13) I observed by glans of not coming fully out, when penis is in erect state ?
b) Why after the 1st operation I observed penile length was significantly reduced?

I am not experiencing any other urological or other problems (such as hormological problems), doctors have not diagnosed me with any other medical condition and the reasons I am kindly asking above quesions is because I cannot get an answer that properly answers my above queries.

Appreciate a response that may guide me some.
