Circumcision

Hi,

I'm a 22 year old male (obviously..) with a phimotic ring about 20mm inside my foreskin.
the ring is only about 1mm wide.
stretching seems to be a complete failure, and i dont want a full circumcision

after much research, i've had difficulty finding any answers;
could a partial circ (removing just the area down to the ring) cure my problem, or would it simply form a new ring of scar tissue thus making it a waste of time?
