Removal of skin bridge from circumcision in infant!

So when our son was 2 months old we noticed that something about his circumcision didn't seem right. Skin had adhered to the head of the penis. We asked his pediatrician about this and she said that he has a skin adhesion and that it would resolve in a couple of years. I asked for a referral to a urologist. When we saw the urologist the first time when he was 2 months old, she tried to separate the skin but failed and diagnosed him with a skin bridge. She wanted to see us back when he was 6 months. Well we saw her again last week and she said that the best course of action would be for him to come back when he is 1 years old to have surgery under general anesthesia
Is this how they normally treat skin bridges? General anesthesia seems very risky for such a small procedure. Has anyone had experience with this and have anyone had it fixed using a local anesthetic? I had pictured it being done with maybe a penile block or similar. I don't want my son to be in pain but I don't want to take the risk of general anesthesia either.
And why in the world do not the pediatricians who perform circumcisions inform you of this possible complication and how to prevent it. I am so angry that we were not given the right information about after care so this could have been prevented. Seems like such a simple measure, can't believe my son has to go through surgery to correct something that could have been so easily prevented. My son also have somewhat of an hidden penis, he is very chubby, but it pops out very easily if you push on the surrounding area. When does that resolve?

Because my son was born and they had to use a catheter they didn't want to do the circumcision right away because of discomfort.Then at 3 months old he had surgery, while he was under they were going to perform the circum, But again did not because they put a catheter in to monitor urine output. It was finally scheduled to be done at 6 months old. For the procedure they put him under general anethesia AND a spinal block. The point of that was that when he woke up he would be pain free for a good while. Looking back first time mom I can't beleive I let them. He is fine and Had a quick recovery. I never heard of a skin bridge, I imagine it would be painful. If insurance is paying for it I wonder if its just a money racket or maybe they don't want him moving around.Everyones reaction to anethsia is different of course, but it is said to be pretty safe.
