Son who had UPJ obstruction surgery one year ago

Hello my son had a Upj obstruction and had a open pyleoplasty surgery one year ago. The doctor says it was congenital. He is thirteen so needless to say they took thirteen years to figure this out. The renal scan they did to find out kidney function before the surgery of course showed the blockage in the left kidney and showed poor function on the right. The urologist said he did not believe the test when it said the right kidney had poor function. Anyway he did the surgery. We had our one year follow up and he did the renal ultrasound not renal scan which is different in which renal scan shows kidney function, and said the kidneys were still swollen and said they were gonna be and said we will do another ultrasound in a year and come back. Now my question is shouldnt he be getting some kind of kidney function testing, such as the renal scan done especially seeing is how his kidney was blocked for thirteen years. And arent the kidneys gonna be swollen for a long time. And shouldnt at the very least he be running blood work to check kidney function. He is complaining of blurry vision, shortness of breath, fast heart rate, hes not growing, hes tired alot, hes itching, he has protein in his urine, his urine is foamy. I dont know if these are things that are associated with kidney problems or am I just being a paranoid mom. If any one has any ideas.
