Swollen Tip Problem

Hello, I'm a 28yr old male and I have a problem with the base of my penis! Something happened to the tip of the base inside as it swelled up and has not gone down for a long time! Is this some sort of Cancer or Tumor? It makes my penis extreemly heavy and uncomfortable when it is not erect and when it is erect it is hard as a rock! Help please it is extreemly uncomfortable!

First you are 28 years old and posting in a pediatric forum, i.e. kids. Secondly the base of your penis is the shaft as it enters the skin on your lower abdomen. The tip is the head of the penis or glans. So it is unclear what it is you are trying to describe. You should be examined by a doctor to find out what is going on.
