Undescenced Testes Again???

At 18 months my son had surgery for undescended testes. He is now going to be 9 in May and it appears he has the same issue. Sometimes his scrotum on one side is empty and he "feels" a lump in his groin.
Could the surgery have not worked or the side not operated on ascended in to his groin??

Testis may have retracted - this should be re-evaluated and may require a surgical revision

Hi,
How did this turn out.
My kid has one testicle that keeps going up.
I think there is some other basic cause, to do with inflammation.

Just have to figure out what is causing the inflammation.

1. could be overactive or underactive thyroid
2. could be overactive or underactive adrenal
3. could be allergy throwing off the two above.
4. could be low white blood cell count with slightly high IFL (inflamation count in blood)
5. could be a bacteria in the urinary organs.
6. could be a bacteria in the intestinal organs.
7. quick fix would be an anti inflamatory (something he was probably given but has since worn off).
8. nice fix would be to give him antibiotics, with two downsides being persuasion of the doctor and risk with antibiotics. The antibiotic I'm looking into is ciproflaxin which does urinary and intestincal and lower respitory.
9. risky and long winded fix would be thyroid and adrenal management. (after simple blood testing is done).
10. far out fix would be a test for Non-Hodgkins disease (inability to produce white blood cells).
