i took a hiv test(thats free) but i can't find a free std test, the only problem i notice is after releasing my self or getting hard then soft i notice a increased amount of seamen(a runny liquid) it looks normal and doesn't smell

Well, I think you might be a little worried too much!

It is normal to have a little dribble of semen or prostatic fluid. Unless this 'discharge' occurs at other times, then I doubt you have an STD or other infection. Still, many city and county health clinics will provide free STD testing, but in the absence of urinary tract pain and discharge, I doubt you have a bacterial STD.

I would guess you notice your breath more due to anxiety and that, in fact, there is no difference. Indeed, anxiety and stress are powerful factors that can make us believe all kinds of things.

Please learn from this and don't engage in unprotected sex anymore - at least until you have settled down in a long term relationship with just one person. Note that even unprotected oral sex can pass infections (a number of people have caught genital herpes when their partner who had cold sores performed oral sex on this).

If you remain concerned, then by all means, seek out an STD clinic. That is certainly your best bet.

OK, now that I know you live in West Palm Beach .......

Call up the county heath department and see what they say. If you are a student, ask the school nurse about what you can do. Again, I don't think you have any symptoms of an STD. I think the fluid you see when you first get hard is nothing but the so-called "pre-cum". Some men produce copious amounts and it actually serves as additional lubicant during sex. Other men produce none at all. Some will produce in-between amounts at various times. The fluid you have after ejaculation is most likely the last little bit of semen dribbling out. Urinating soon after an ejaculation will halp clear you out and stop this dribbling (in young men, at least).
