Low Testosterone?

hello everyone im a 18 year old male iv always been really slow developing through puberty. i hit puberty when i was 14 years old i grew pubic hair at first which took about a year then a few months before i turned 15 my voice changed and got deep. then from 15 to 16 years old i got taller and gained weight and had a slight increase in penis size and testical size. from 16 to 17 years old i had no further growth in puberty. i went to the doctors and told him that i thought i had a problem going through puberty and he gave me a physical and noticed that i had pubic hair growth and that my voice had changed and he says that im fine and that puberty is a long road. i was very disapppointed because i know there is something wrong with me. now im 18 years old and im still not finished going through puberty. i have no hair under my armpits, no hair on my legs and no facial hair and also my penis and testicals are no fully grown. i think that i have a testosterone deficiency iv researched alot and it seems like i have low testosterone it looks like im gonna have to go back to the doctors. anyone have any opinions on my problem.
