When my penis is erect, I have large solid mass just under the head of my penis. I believe that it is a vein since in the past, there was a vein there, that would grow slightly when I was erect. In the recent year, I had used constriction rings (cock rings) on a somewhat frequent basis (once a week). This first appeared about a week ago. It is not painful or anything, just very unsightly and very rough in texture (I have not had sex in quite awhile, so the next time I do, it will be interesting).

When the penis is soft, the vein or mass is soft and squishy. I have read in other places online that this will go away with time and possibly with the use of an anti-inflamatory.

Any thoughts on this?
